Indiana Becomes Second State to Add Work Requirements Among Other Changes

On February 2nd, Indiana become the second state to implement work requirements as part of its 1115 Medicaid Waiver, “Healthy Indiana Plan.” The initiative mirrors Kentucky’s in its program requirements and the types of beneficiaries that are exempted from this new policy, such as pregnant women, medically frail individuals, and full-time students. Additionally, the approval added a surcharge for tobacco use to its already existing monthly premiums and will shift from charging premiums of 2% of household income to a method based on income bands. Lastly, the proposal included an additional administrative process for beneficiaries during a “redetermination period” where individuals are required to provide additional information to confirm eligibility or be disenrolled from the program.
