In a final effort prior to the expiration of their budget reconciliation bill on September 30th, Republican senators Lindsey Graham (SC) and Bill Cassidy (LA) have introduced a new proposal to repeal the Affordable Care Act. The plan would terminate the ACA’s Medicaid expansion and offer states the choice of either a per capita cap or block grant structure for funding their Medicaid programs. It includes similar regulatory and tax changes outlined in previous Senate reform proposals.
The CBO has released a statement indicating that it will be unable to provide a full analysis of the bill’s potential cost and coverage losses, but will release a preliminary assessment by early next week.
