On May 7, 2018, CMS official Seema Verma announced that the agency would not approve Kansas’ request to impose a 3-year lifetime limit on certain Medicaid beneficiaries. Verma stated that while CMS is committed to transitioning people out of poverty, “we also understand that people’s circumstances change, and we must ensure that our programs are sustainable and available to them when they need and qualify for them.” The rejection comes in the wake of numerous waiver approvals for work requirements and other personal responsibility initiatives in state Medicaid programs.
