On October 3, 2019, President Trump issued an executive order requiring the Medicare program to implement more market-based policies—some which were included in his October 2017 executive order—and support the Medicare Advantage program. Specifically, the order calls for (1) reducing barriers to more innovative Medicare Advantage plan designs, (2) encouraging the use of Medicare medical savings accounts, (3) modifying traditional Medicare payments to more closely reflect Medicare Advantage and commercial insurance prices, and (4) ensuring that traditional Medicare is not advantaged or promoted over Medicare Advantage, among other proposals.
