On June 22, 2017, the Senate released a discussion draft of its version of the House’s “American Health Care Act.”  The Senate’s “Better Care Reconciliation Act of 2017” includes many of the provisions of the House bill, including significant cuts to the Medicaid program through repeal of enhanced federal funding for expansion states, imposing per capita caps or block grants to limit the federal share of Medicaid funding, and leaving in place cuts to disproportionate share hospital payments for expansion states.  The text is available at https://www.budget.senate.gov/imo/media/doc/SENATEHEALTHCARE.pdf.
