On June 24, 2019, President Trump issued an executive order on price and quality transparency, requiring the Department of Health and Human Services and the Secretary of the Treasure to issue a variety of proposed regulations and guidance within 60 to 180 days, including (i) regulations to require hospitals to publicly post information regarding charges and negotiated rates and to require providers, (ii) regulations to require health insurers, and self-insured group health plans to provide access to information regarding expected out-of-pocket costs before patients receive care, and (iii) regulations and guidance seeking to promote the use of high deductible health plans and health savings accounts. The Executive Order also requires the issuance of a series of reports on prices and quality, including a Health Quality Roadmap and a report on surprise billing.
