Morgan Handley joined Eyman Associates as an associate in January 2022, and assists in all aspects of the firm’s representations. She comes to the firm with a deep Medicaid background, both in academia and in government, and has advocated to protect the rights of Medicaid beneficiaries. Prior to joining Eyman Associates, Morgan provided legal analysis for qualitative research at the George Washington University Milken Institute School of Public Health, where her work focused on health care coverage and access for Medicaid and low-income populations.
Morgan received her JD from The George Washington University Law School where she participated in the Health Rights Law Clinic representing D.C. Medicaid beneficiaries before the Office of Administrative Hearings. During law school she interned for the U.S. Department of Health and Human Services Office of the General Counsel, Centers for Medicare and Medicaid Services Division.
